Spring like noise at low speed?

I have noticed that when braking under 20 mph there is a metallic tapping, sort of like when you stretch a tight spring. The dealer tech and I went for a test drive and he heard it. He told me that they came across this problem three years ago and after tearing the brakes apart, determined it was the solenoids in the engine. He explained that during recuperative braking the solenoids are working as current goes to and from the battery. Supposedly it happens all the time and is masked by the wind and road noise. Anyone else experience the same thing?
 
Yes, I hear this all the time when braking at low speed, although I would describe it as more of a "gurgling" sound. I assumed it was normal but was wondering what it was, so thanks for the explanation.
