So, I just bought a used 2016 Golf with 19,000 miles on it and it has the 20k maintenance warning flashing already, it appears it had a sticker from the previous maintenance from the prior owner which I assume was at 10k. I have two questions. 1 Is there really a need for the 20k maintenance that I can't check myself? 2 Typically how much does the 20k cost?

No idea what a 20k service entails (probably not much). Here are the things that probably should be done, especially if never done before:

Brake fluid flush (should be every two years on most cars and is well within the capability of most home mechanics)
Cabin Air Filter (super easy DIY)
Top up washer fluid (even easier DIY)
Rotate tires (do it while the wheels are off for brake fluid flush)
Visual inspection
Run Diagnostic Scan Tool

Not much else to "service" on these cars really.

I could see all of the above adding up over $300 at a SF Bay Area dealership where labor rates are well over $100/hr, but that would be mostly labor. The brake fluid is ~$20 and the Cabin Air Filter is also around $10-25 depending on type and and where you buy it.
